This is paper, not plastic - better in my opinion, as it doesn't move as much in the wind. It does need to be threaded together (something to know before you use it) but that's simple with the included plastic needle and ribbon. You can make one large banner or separate the words, depending on your space. I used it to celebrate my car's 30th birthday, and it held up even with a major rainstorm. Well worth the money!
